Project Overview
Project HB-0031 would replace the 3rd, 4th, and 5th Street bridges that cross U.S. 52 between Downtown Winston-Salem and East Winston.
The project is needed because the bridges were constructed in the early 1960s and have currently reached the end of their lifespan. The project will also improve pedestrian and bicycle connectivity between Downtown Winston-Salem and East Winston.
The 3rd, 4th, and 5th Street bridges will be replaced with similar structures. All bridges would have sidewalks on both sides, with 3rd and 4th Street having designated bike lanes and 5th Street being a transit-oriented bridge. These designs are consistent with local plans.
The project previously considered two potential alternatives on 4th Street. One alternative proposed to replace the 4th Street bridge with a pedestrian and bicycle-only facility, while the other alternative proposed to replace the bridge with a vehicular bridge that included sidewalks and buffered bicycle lanes. Based on public engagement efforts and comments received at the public meeting held on September 11, 2025, the selected alternative is the vehicular bridge alternative with multimodal accommodations. The Winston-Salem City Council formally voted to approve the recommended for this alternative at the City Council meeting on Monday, December 1, 2025.
