Project Overview

The N.C. Department of Transportation proposes to realign a 0.65-mile segment of Durant Road, including tying in existing Garvey Drive and Leslieshire Drive, and building a new location access road.  This project will also replace the existing railroad crossing with a bridge over the railroad tracks.

Project History

This project was studied under the Southeast High-Speed Rail (SEHSR) project. The initial environmental analysis is covered under the Federal Railroad Administration’s 2015 Final Environmental Impact Statement and 2017 Record of Decision. The NCDOT Rail Division is analyzing the changes thereof to the project design and any potential environmental impacts. A public meeting was held for this project in March 2017.

Proposed Design Changes

The 2017 public meeting maps proposed an access road, north of Durant Road and west of the crossing, as being a cul-de-sac road located directly adjacent to Leslieshire Drive.

Design Change #1:  Proposed service access road in the northwest quadrant of the crossing has been redesigned to minimize property impacts.

The 2017 public meeting maps proposed roadway improvements terminate east of Hawksmoor Drive.

Design Change #2:  Proposed roadway improvements extend west of Hawksmoor Drive.

The 2017 public meeting maps proposed roadway tie in point east of Capital Hills Drive.

Design Change #3:  Revised roadway tie in point to be west of Capital Hills Drive.

RESOURCES FOR PROPERTY OWNERS

Although the N.C. Department of Transportation works to minimize the number of homes and businesses displaced by a road project, it is inevitable, in many cases, that a certain amount of private property is needed. The following information explains right of way acquisition and answers questions about the process.
